Riin (rEE-n) is a small moon orbiting the colony world of Iskander. Much of its population is made up of Iskander families who have accepted a stipend from the Federation to work at one of ten newly created outposts on Riin's surface. These pilgrims, while disconnected from their homeland, continue a tradition of selfless service to the Federation by adding vital starship fuel to the interstellar shipping economy. The inhabitants of Riin (referred to mockingly as 'Riinites' by their critics from Iskander) are a hardy, serious, and often considered humorless people by their counterparts, often going days or even weeks without oxygen masks in the harsh environment of the processed-atmosphere domes called Habitats. Each Habitat is connected by controlled-access highways. Artificial waterways, lakes, and flora within these domes provide a semblance of normalcy compared to the violent and jagged environment outside.

Although the people are represented by a Federally-appointed governor, major crimes are handled locally with a veteran judiciary committee appointed by random selection. This ensures that each habitat is a self-sufficient society. If the accused is found guilty of a Class 1 felony, the punishment is usually live execution by public hanging.

In case of major conflict, the Riin Guard Corps (known to the Federation as Riin/PDF1) is a volunteer regiment with a minimum force requirement of 20,000 troops. They are trained by veteran instructors once a month in basic infantry skills at Camp Chelmsford. Service in the Riin Guard Corps lasts for six years before obtaining citizenship status in the Federation, although volunteering for the Mobile Infantry will reduce this requirement to two years (in addition to time already served in the PDF).

History

Riin was established in 2280 by a Federation charter for the colonization of further systems. Then in need of new sources of coolant and fuel for the Cherenkov Drive, the Federation looked to planets and moons previously deemed substandard for habitation. Five Habitats were initially built as a penal colony for Iskander before the plan was scrapped in favor of a volunteer work force. The prison-type Habitats were rebuilt in 2290 and five more were added to support an initial population of 300,000 from Iskander. The harsh environment of Riin's radiation-blasted unprotected surface earned it the name "Other Hell" from the first colonists.

From the years 2300-2310, the Habitats were expanded and improved with atmospheric processors built from repurposed starships and materials delivered by favor of Iskander. During that time, the first Cherenkov Reactor facilities began producing fuel for export as Riin's population nearly doubled- an improvement that the previous governor admitted he did not have the foresight to predict. In 2319, a militia of miners from Habitats 3 and 5 held the reactor facility of Habitat 5 hostage, making demands for vast change in the amount of supplies sent from Iskander, resulting in the Riin Incident. This was quickly thwarted by a swift reaction from the Riin Guard Corps. Subsequent actions were taken by a force of 120 men to secure Habitat 5 and make the streets safe again for the population. The governor publicly thanked the Guard Corps for their involvement in resolving the crisis, citing "A more meager response to domestic terror" would have had a "greater need for Federation involvement".

As of the year 2320, Riin is virtually a self-governed collection of mining habitats producing starship fuel for the war effort.
